George, All I'll say is that web based checkout payments doesn't require an agreement between my PC manufacturer, my ISP, and Google, so it's not impossible for Market to do.
I think Google are keeping a close eye on Market to check scalability and operational concerns at the moment, but once it's stabilised I can see them allowing free download and operation any country that checkout supports via a download in a similar way to Googles current non-Android mobile offerings at (Maps, Latitude, etc.).
