China Mobile(carrier) will be selling the handsets & I assume with Android Market since China Mobile is/will be their partner there. Maybe more carrier partners in China, but none that I know. You travel to the USA with that phone & if your contract allows roaming and Market allows you to access it whilst roaming, yes.
