T-Mobile don't offer a "just the 'phone" package so I'd guess they don't know what the full price of the g1 actually is.
When a 'phone is available on a "pay as you go" tarriff it's easy for the mobile operator to offer you a 'phone at any point in your contract and you can pay for it, but as the G1 is tied to their contract based plans it's not possible to get it on a PAYG tarriff.
