Yes, you're 100% right there.

Interesting point, the refund mechanism does make demanding proof of
payment a fairly futile way of "circumventing" the GPL.

I wouldn't consider those ethical problems. id Software clearly
released the Doom engine under the GPL licence, not public domain.
Therefore, the rules of GPL apply regardless of the problems raised by
payment refunds and source distribution methods. The developer might
demand proof of payment, but if his demands are unreasonable you can
easily discuss your case with the SFLC
(http://www.softwarefreedom.org/).

All of this assumes that the developer refuses to offer the source
code, so far he/she hasn't done anything wrong :)
