Well, I think your answer is you either need to developer your own
custom application/firmware, or have enough buying power to persuade
the manufacturer/carrier to offer such function for your company.

Nothing is impossible on Android, since it is open source. It is a
matter of making it happen.

Don't rely on Google to provide everything, it is obvious that they
aren't going to.
(Look at the tons of problems that developers here are complaining and
have not seen complete fix on them.)

I think the power of Android is on the hands of OEM manufacturers.
(One of the reasons I am wondering around here...)
