As a dev phone it would have the HTC specs, not the tmobile specs..

As far as more ram, the processes are limited to 16M anyway; that doesn't
prevent you from writing and testing apps in limited memory setups. ("You
don't want a lot of ram" is like saying "You don't want a car that goes over
30, because sometimes you drive in neighborhoods and the speed limit is
25"..)
