On a purely practical level, the lack of any competition for placement on the android platform may be a motivating factor in the lack of availability of what is freely offered for iphone, blackberry, etc. If significant numbers of android devices start shipping not only without google apps, but with really workable solutions from someone else, my guess is that google will make an effort to offer their solutions as downloads to end users.
