Although it seems Google has done a good job with the APIs when moving to different screen sizes (and other changes), you can count our vote as "developer demand" for dev-phones.
The fact is, early adopters can really contribute to the success of a phone, and I'm not just speaking of developers. If/when a new phone ships, yet no developer has put their hands on one, the chances of customers getting sub-par experiences with pre-existing apps is high, and that impacts both the OEM and the developers. Microsoft, for example, has been doing this right since the beginning, providing several rounds of "developer only" releases before each official public release of a new OS. It would behoove OEMs to do something similar. Of course there is often secrecy around new devices and all, but they could support pre-orders that would ship the day they ship devices to the news outlets, giving us at least a week for final testing with real hardware.
