Another thing to think about, the Motorola Blur, and earlier HTC Hero interfaces (which are on some of the older phones) are stuck on 1.5.
So jumping to 1.6 might gain you more control over the UI (which is a good thing), it could possibly eliminate some users. If you are putting out a free app, you likely would like as large a target audience as possible. I remember seeing market share numbers based on OS level somewhere on the Google Android website, but I don't remember where at the moment.
