No, generally not. If you root your phone, there are often (but not always) copies of newer-version ROMs available online for various devices, but these are hacked together by third-party developers from what official device ROMs have been released. If you want to stay reasonably official, your options for upgrading are pretty limited - wait for an OTA from your carrier, and sometimes there are official ROMs released at the same time the OTAs go out. It's also complicated by the fact that some early devices (notably the G1/ADP1) don't have the memory to run official builds of Android 2.0 or 2.1. It'll be interesting to see how this plays out with the Nexus One. Since many of those handsets come directly from Google - not a carrier - it seems likely that Google will supply updates directly. It's still speculative because no new OS versions have come out since the N1 was released, but that may change today at Google I/O.
