Yes, this was pointed out to me by a developer that I publish apps for. The discrepancy was also around 10% between active installs and orders with CHARGED status in Google Checkout. Needless to say, the dev wanted to know why there was such a discrepancy. I figured this was either an error with Google Checkout (though my payouts are conforming to units sold, so this probably isn't it), an error with the way active installs are reported (this is probably it), or piracy (though I'm not sure if pirated copies would be tallied under active installs in our console). If I found out any more I'll share it here.
