I wonder if having it installed on multiple phones using the same account counts as multiple installs. That only takes one order. Tough to believe that many people have multiple phones or are sharing Google accounts, though. I guess the most common situation would be someone upgrading from an old phone, like a G1, leaving it in a drawer with the paid app on it, but then also downloading the paid app on their new phone...
