Side note : 64 bit guest OS on a 32 bit host has been possible for a while for Virtual Box - http://www.virtualbox.org/manual/ch03.html#intro-64bitguests
Anyway, back to the OPs point; Give the current state of the open-master build (i.e. the head of the AOSP tree), and JBQs comment at http://groups.google.com/group/android-building/msg/99abe281cdaa2afe it's still not definite whether or not you'll need a 64 bit OS, but if you're in a position to choose now then the wise move would be to go 64 bit.
