It appears as if the current release of free devices is aimed at web developers with heavy traffic sites. Google wants us to make our sites better for the "10-foot TV experience" so they're throwing these devices into the community.
There's a note along with the device that specifically states it's "not for Android development and testing" however, I'm guessing when the SDK is released, it will be.
