You need the authors permission for each and every application which makes it 
extremely time consuming (yes, you still need it even if the application is 
free).

The other thing is bandwidth costs. I know from AndAppStore this isn't trivial 
when you start looking at tens of thousands of users, and covering those costs 
isn't easy.
