For me as a developer I would not want someone else publishing my free apps. You cannot redistribute even free applications without the consent of the creator.
Typical case is if the developer decides to include ads in a later version, he does not want others to switch to an older version without. Another case is a security flaw. A protection against that is typically an expiration date of the apk. I have already sent one or two notices to different websites, hosting a copy of apk's i have solely published through the Android Market. They were very quick to remove these. In my opinion, it is piracy - it does not matter if an app is paid for or not.
