Wouldn't it be more in line with the Market agreement to ask a friend buy your app and leave a comment? A new Google account would require a credit card, which will pretty well identify that you're the same person, even if you use a different card. Both will have your real name and address associated with them, for example. When planning to violate an agreement, I think it's wise not to hand direct evidence that you've violated the agreement to the company that your agreement is with. Even if it you get away with it today, all someone at Google has to do is decide to care and run a properly formed query on a couple of databases to nail everyone who's not playing by the rules.
