You can now. I have installed my app on my phone using adb since I can't buy it on the Market. But when I look on the new web market, it won't show my app in the list installed but if I manually search for it, it does clearly state "installed". I then clicked on "write review" and it happily allowed me. I then checked back in the market developer console and could see my response there clearly with the nickname for my dev account which I can't use to buy the app with. Only did this because [ Got to love those users ] one just posted a two star comment: "Its sad this functionality isnt native to android. Its also sad that the dev offers expected features for a fee." I expect my phone to know who I want to call before I even pick it up. If it did, I'm fairly sure I'd pay for it to do that and not expect it for free.
