Scott, LVL is the License Verification Library and it's intent is to replace the previous copy protection mechanism (now deprecated). It doesn't endanger your apps but may provide a false sense of security.
I blogged about securing your android app here: http://androiddevnotes.com As Mark Murphy mentioned, the idea is to minimize automated piracy (the one click tools that pirates use) but my conclusion is that LVL fails even in that regard without substantial additional effort. I also imply that in-app billing may also suffer from a similar weakness. I believe LVL should be re-architected for it to be effective but it's currently better than using no protection. As a minimum you should also obfuscate with ProGuard since it's now straightforward to do so with latest SDK and tools.
