Unlike iOS, Android does have a central file system that can be accessed by all apps. No fix is needed. Some eBook reader apps like Kindle, Nook and Google's Books use DRM that limit what apps you can read their respective content in. (Google Books uses Adobe Digital Editions DRM, so other apps or devices using that DRM system should be able to access them. I don't know if there are any such other apps.
