What your describing would need to be an app, and the app could exist on Android or iPhone. Dropbox and SugarSync and others give you cloud access to files on your phone, desktop/laptop, or simply on the web. In some of those services you can set up files to have URL access. The files can be groups into standard hierarchical folders. I don't know of any of those services that allow tagging and hyperlinks, though Evernote at least allows you to tag and add metadata to a file, or at least that's my understanding.
