After saying what I just did, you do have a point:

Unless the archive was wrong, Section 3.4 never changed when they went
from 24 hours to 15 minutes last year, and it hasn't changed since.

So I guess that Google has always had the right to change it to 48
hours anytime they want, and the only question is if they are going
to. Or what did change?
