By "scam" in quotes, I assume you mean "effective marketing tactic". I
don't think most of should consider marketing to be evil.

In internet marketing circles, this is known as linkbait.
One of the techniques is a top ten list. You can count on other
people's vanity to link to your blog post, page, etc if you mention
them.
A slight variation is the contest. Still counts on the vanity of
product owners, plus a component of users promoting their vote to
others.

These techniques are available for you and me too, so there is no
reason to think it a scam, unless they have offered you goods and
services that they can't deliver.
