Yes, that is approximately why I put it in quotes; I don't consider it to be an outright scam.

I don't consider marketing in general to be evil, though in this case it's borderline deceptive and possibly borderline spam. If every month they come up with 40 new "categories" and email app developers of the top 50 ranked apps in each category, where "category" could be defined as simply as a search term ("weather", "productivity", whatever), then they could be sending out 2000 emails a month. And it could even be more than that, and completely automated. Spam? Or marketing?

And at least to begin with they'd be representing themselves as something that they're not -- a destination people go to in order to find out what the top apps are. Maybe it becomes a self-fulfilling prophesy, and maybe not. In any event, a lot of spam gets sent to get them there.
