As you said in your own post... It is technically not allowed. Then don't do it. Be ethical.
If you want to use PayPal or other APIs that is fine... You just aren't allowed to distribute them on Google Play. For my own purposes, I create one APK for Google Play and a separate one for the Amazon App Store.
