I don't know if Amazon has an API for in-app purchases, as I've never done in-app purchasing. However, the point was that when I distribute to different markets I create different builds of the same app for that purpose. I would assume there is something that Amazon would let you do to achieve the same thing, but I don't know for sure. I believe PayPal has an API I believe for in-app purchases... Amazon might let you use that.
As for ethics, when you agree to distribute apps on the Android Market, or rather the Google Play thingie, you agree to certain terms of use. Breaches of that would be, by definition, unethical. Whether you actually get in trouble for it by Google is a separate and completely irrelevant issue.
