Actually, if you go to Settings, Privacy Settings, Automatic Restore, this
is exactly what should happen. I've seen it work on my own devices in the
past. All apps you've downloaded from Android Market automatically start
downloading when you sign into the new device / Market with your Google
Account.

However, this apparently does not always work, as it did not work the last
time I switched devices, so maybe they changed the functionality. Or it's
bugged - it's the Android Market after all.

So perhaps your user had this feature enabled and it worked for other apps
but not yours? I don't suppose he gave you that much info?
