I've seen it work on my own devices in the past. All apps you've downloaded from Android Market automatically start downloading when you sign into the new device / Market with your Google Account. However, this apparently does not always work, as it did not work the last time I switched devices, so maybe they changed the functionality. Or it's bugged - it's the Android Market after all. So perhaps your user had this feature enabled and it worked for other apps but not yours?
