Android Market is indeed buggy in the area of Automatic backups. I've also 
got complains that the app is not reinstalled on new er device.
 
In addition it doesn't restore prefs. So apps who store app data in prefs 
got their data deleted once they get reinstall on new device.
It is possible to write code to support backups via android market API but 
it is also buggu and works with Android 2.2 and above so users who switch 
from older phones don't have a good chance to save their data even if they 
do manage to reinstall their app.
 
There is another problem here that we might deal in the near future. Most 
android users phones belong to the same generation of 2.1-2.3+ and the 
market is almost saturated. Maybe 95% of them. Most of these devices won't 
be upgraded to 4.0+ due to the older hardware. So at one point in the 
future there will be a massive migration to the newer generation of 
devices. Many apps will be lost during this process.
