Actually I think John's sample size is too low. 4000 requests is tiny. Whatever algorithm Admob uses won't have enough data to be making informed decisions yet.
I'll be interested to hear an update once you have more data. I'd love for us publishers to start collating results so that there is some data that everyone can use as a reference for ad performance.
