The first two lines are missing i.e. no bluetooth.  NB the dbus line
is also missing.

Rebooting gives exactly the same results, but here's the interesting part -

I should've said that I am also using qi to boot from NAND.  If I boot
from NOR (aux+power) then the hcid process starts and the listing of
/dev/socket is exactly the same as your example above.  I can scan and
find other bluetooth objects, but I can't pair as the popup only
activates the "cancel" button, so I can't click "ok" when I paste a
code.

Unfortunately, GSM doesn't work with the NOR boot so it is not an
option to use this always.

can you start it manually?
/system/bin/hcid -s -n -f /etc/hcid.conf
and test agai?

Do you have the dbus-daemon running? can you send a ps of the active process please?
