Right. So this assumes a "type-1", "SID-guiding" module controller (Section 2.4 of RFC 9595). The document authors can stash the SID file in the draft, enabling the DE to use kramdown-rfc-extract-sourcecode to get the SID file. (This will turn into an IANA-offered SID file before publication, but not earlier.)
