I think this is not really the case, Roy's option three (removing all
subprojects that are out of scope) is not what the ASF wants, it's
there as the default action to get things going.

We've had some problems within some subprojects - and these kind of
problems don't seem to exist in other parts of the ASF world where a
one to one mapping between codebase and PMC exists.

These problems could indicate that umbrella projects cannot work if
they grow too big (in which case option 2 would be the solution -
split into smaller parts) or have not been used correctly (in which
case option 1 together with "let's make it better" would be the
solution).

One of the problems has been a (claimed) lack of transparency which
has already been addressed by the Jakarta PMC in that discussion now
happens on a public list.

One of the other concerns was, that the role of the PMC and how
strongly it may influence decisions for subprojects has not been
clearly defined.

Following the spirit of the ASF most decisions should be made by the
community for a (sub)project. This is what Sam follows (thank you) by
asking the Ant community to decide whether they want to remain part of
the Jakarta project or not.
