That's not quite it, the expectation is that there shouldn't be a
second word. This comes up quite often in testvoc, where one word has
a queue, and the other doesn't, and the output is the first with the
queue of the second.

Maybe transfer-mult has a way around this, but regular transfer
expects there to be one translation, and one only.
