You do not need to do anything. The French dictionary uses metadix: a
.dix file is generated from that, and the binary files are built from
that generated file. 'make' should just work; 'make
apertium-fr-ro.fr.dix' will make the generated file, which you can use
with the usual commands, but your edits should be to the metadix file.
The only difference you need to know for the French dictionary is with verbs.
In metadix:
