If you check the previous emails in the Apertium mailing list, Jimmy
O'Regan describes there his summer plans of converting the transfer rules
into Mediawiki templates, and extracting information from those templates
as linked data. I think that is a very positive step in lowering the entry
barrier for potential contributors. Not everyone wants to mess with
committing files, but to edit or populate a MW template is so much easier.
After that I think some visual interface might do the editing/creation of
rules more intuitive. I'm really looking forward to the results of the
Boldizsár's GsoC which deals with an early implementation of said interface.

After some exchanges in the mailing list I made some modifications to the
original, namely the need for a parallel corpus repository based on
reviewed translations and a way to feed these parallel corpus back to the
translation engine in form of statistic analysis. I have seen in the
Apertium wiki that there were some experiences already integrating Moses in
the pipeline, but if you want to make further comments, the thread in the
