Is it possible to write a TSX without rules? The current DTD allows so I 
think:

(tagset,forbid?,enforce-rules?,preferences?,discard-on-ambiguity?)>


Where the forbid element is optional. Therefore it should be easy to see 
if the new LSW tagger gives the same result without a forbid section or 
by changing the code so that forbids are ignored.
