I will try to answer some of your questions.
1.You can make rules looking at other sources as well but try to
incorporate such rules which can be applied to this story.
2.You can add the words which are not present in the dictionary to the
hi-en dictionary with proper tags.
3.You can find the tags at wiki.apertium.org/wiki/Hindi_and_English
