It's a service from http://browser-update.org/ - which is a FOSS project.

It is odd that they don't distinguish Chrome from Chromium. We should file
a bug about that.

Even old hardware can run latest Linux distros, and even old Windows or OS
X can run new versions of Firefox or Chrome. There are many many good
reasons for requiring a newer browser, security being a major one, but
certainly also ease of development.

There really is no excuse for having a browser older than a year, and those
that do need to upgrade because they're using an amazingly insecure piece
of software.
