I had a similar setup way back in the mists of time, and did not
have the type of problem that you are describing.  Granted, the
components were made by different vendors (eg. it would have been
a Toshiba CD-ROM, Syquest removable, and the hard drive was larger).

Things to try: if you have a different CD-ROM drive, I would try
that first.  The next thing I would try is simplifying your setup
as much as possible.  That would include things like, "disabling"
the TWGS (in case there is some sort of timing problem); creating
a boot diskette with the CD-ROM driver, then booting from it with
everything but the CD-ROM removed from the SCSI chain.  If the
latter works, try sticking stuff back onto the SCSI bus one by one.
