Bart,
I did find the note on BOOTP after all in the Arachne.cfg. I tried it with
setting IP_Address BOOTP instead of PPP, but it didn't make any noticable
difference. Freewwweb ISP still won't go to the start page (any start page)
after connecting. Compuserve ISP starts loading the start page, then stalls
before finishing --OR even if I stop it, any attempt to go to another URL
ends up with the "Arachne load error".
I also tried restarting with a bare-bones config.sys and without any
autoexec.bat, hoping to rule out any memory issues. I do have the drive
compressed --do you suppose that might be the problem?

Looks to me as if "BOOTP" has been there for a long time
