I don't know the solution for such problems, but I use DR-DOS 7.03
(http://www.lineo.com/products/download.html) which has the possibility
to put password protection on files and directories, or to make user
accounts. Maybe this can help, but I know that these passwords can be
broken (very easily if one reboots the machine on a floppy with MS-DOS
or even better, with Linux).
It is possible to use this OS for free for private non-commercial use.
I don't know if it is possible to register and get support.

Another thing is: 
Avoid that people have access to the machine's power- and reset-buttons!
(And the floppy-disk, if possible).
Disable esc key for exiting Arachne, launch Arachne from autoexec.bat
and put a line in that file which causes a *cold* reboot (many free
reboot-programs are available on the www) after exiting Arachne (alt-x).
Use the BIOS password (and maybe the DR-DOS harddisk access password), so
people need the system administrator to reboot.
