Hi, Franko,
I'm really do not know what for "kiosks" needed in univercity, but it 
sounds like 20 years old idea of terminals, so i have few ideas about it.

What kind of system you plan to use for it ?
I tryed it with VNC (Virtual Network Computer, also known as "HotDesk") with 
MSDos as remotely bootable OS (via BOOTP) from Linux (Slackware) server 
(Celeron 700) at 10M Ethernet.
And it work fine at 386 with 8M Ram without any disks (even fdd). So 486 
with 16 Ram will be even too fast for it !
With 486/16 you can think about XServer-Xlib configuration. Using this you 
can reduce load of your server (and save lot of money) comparing with
VNC terminals. Also instead of one big server (i think 4*Alpha21264 will be
enough for 1000 terminals) you can use cluster of few (4-6)cheap servers 
(or high-end workstations) at Athlon, for example.

If you plan to use VNC (if not you must think about it) nobody can destroy
your kiosk unless you give them rights to access main server.
And the best of all - exiting to DOS can't give anything for "too smart
student", cos we do not have absolutely nothing at kiosk. Same with 
X-Terminals. If you need some more info about "thin clients", i am ready to
help.
