Dos version of Perl can work with DOS web-server, if you find him ;)
But for just processing text expressions under DOS i do not see nothing
better than Perl. And its very possible and easy enough to create DGI 
with perl scripts. For example, i succesfully used it for killing 
"-- Arachne V1.61, NON-COMMERCIAL copy, http://arachne.cz/" message
in my mail and inserting of my own signature string. Sorry, Michael ;)

DosPerl distro big enough, but it's not much slower than Unix version.

Yeah, but you already HAVE internet server, httpd in Unix.
Try to kill it and then run Perl script.
