Dos version of Perl can work with DOS web-server, if you find him ;) But for just processing text expressions under DOS i do not see nothing better than Perl. And its very possible and easy enough to create DGI with perl scripts. For example, i succesfully used it for killing "-- Arachne V1.61, NON-COMMERCIAL copy, http://arachne.cz/" message in my mail and inserting of my own signature string.
