As a sequel, I can affirm that it really happened - a video card which would run 
windows in VGA mode would not run arachne! It was a Paradise PVGA1A connected to an 
IBM PS2 monitor type8503 003 (monochrome in the sense of one colour)
A TVGA card fixed the problem.

Continuing on my problems with EGA, I suspect my troubles are that the card is running 
in a different mode from what the BIOS reports. While BIOS says vga/ega the card 
states MDA as the computer comes up.
This means by my understanding that the monitor is being scanned at 18 Khz in 640 x 
320 mode, which arachne apparenly cant handle. This is a shame as even MDA is a big 
improvement on CGA. I gather that for EGA mode arachne requires at least Hercules at 
22 Khz and 720 x 320

I remain confused about what whinedows calls EGA, as it will run the card/monitor 
combinations that Arachne rejects, calling them ega.
An example is with  a CHIPS  ega card P82C435 running a "Magnascreen" whatever that 
is. ( It is a nice clear little orange monitor that only consumes about 12 watts)
BTW I am impressed with Nettamer which I am now trying - it avoids all the screen 
problems of arachne and goes like a rocket.
