I'm not 100% sure, but on all 'slower' computers the same thing
happens: start the ppp daemon, after a while it connects. I
checked with 'top'; the pppd is using all the CPU it can until it
connects.
One (personal) theory is PAP is realtime so it needs as much CPU
it can get its hands on (and the kernel will keep giving it it). Have
you ever tried to dial and open a program with windows at the same
time? I found usually the PAP authentication fails. But this could
be totally wrong... it could just be for initalisation - if it is it may be
called bloatware...
I had DragonLinux on the 386, it did it.
I had Slackware on the 486DX2, it did it.
I currently use TurboLinux on the 486SX as a server (it has the best
com-ports [ahem, /dev/ttyS-ports <G>]), it doesn't do it. I can't
explain it. But you type
"ppp-on ppp0"
to start ppp. - In the script the $1 is passed as a parameter to
/usr/sbin/usernetctl as part of a filename.
FWIW this is TurboLinux 3.4.0 (Sydney) which uses kernel 2.2.1 -
a little old, but still useful nonetheless.

Do you have DNS setup? can you ping the "Remote IP"? I don't
know - I never had this problem. Might icmp be disabled (IIRC that
is for ping)?
I haven't been following this list as much; no where near as much
as I did half a year ago...
