Right.

The identifier has to be present: http://, maito://, ftp://, file://, etc.
AND it must be in a document type that is "currently" recognized as requiring 
HTML (I think) type processing. So, .TXT is out usually. 

Netscape does not show as active the links in Arachnes' .CNM, BUT, neither
does it show them in it's own .SNM files. Because the proper File/MIME type
association has not been made.  When I check document "info" it says under
MIME type: Currently unknown. All this OUTSIDE of the mail reader, of course.

In NS I think you can do something about this in Options|General|Helpers.
In Arachne it would be Mime.cfg.
I tried a few unsuccessful experiments with NS - but have to admit I really
have no idea how to tell NS what to do with an _UNKNOWN_ mime type. :(
