my german dos helps says:
DEVICE=[Laufwerk:][Pfad]SMARTDRV.EXE /DOUBLE_BUFFER
laufwerk= drive and pfad=path

In 'early' DOS versions double buffering was built into smartdrv. (although
it has nothing to do with caching)
in win95 and later it's a special file called dblbuff.sys

not every SCSI controller needs it, but some do ...
