PCMCIA modems are bears to use under DOS.  First, you need an "enabler," which 
isn't hard to find.  Then you need a "socket" driver.

I, too, have a notebook with an unworking PCMCIA card modem.  I have searched 
the internet and all the web sites of PCMCIA modem manufacturers and have not 
found a "socket" driver that will work with my card.  I actually had to track 
down the manufacturer of the card using the FCC number on it.  One type of 
PCMCIA card (CARDsomething) will only work with socket drivers from the 
company that makes the card.

The greatest amount of information on PCMCIA cards that I found was at 
Phoenix Technologies web site (www.phoenixtech.com ???).  Right, the same 
company known for making BIOSes for DOS computers.
