During my own quest for a DOS IRC client, i've found the following:
jpIRC - http://www.geocities.com/SiliconValley/Vista/7104/jpirc.htm
        So far the best one. I even convinced the author to add
        long nickname support! :)

        Its also availble as an APM for Arachne. Look in the download
        section (the one where you download Arachne for DOS.
        scroll down to find the list.)

VOICe - Another good IRC client. Can be downloaded from DAL Net's FTP:
        ftp://ftp.dal.net/dalnet/clients/msdos/
        There's also a bunch of clients there that you can look at.

IRC101 (From trumpt) - So far the only IRC client for DOS that I know
       of that has GUI. Unfortunatly, I couldnt run it on my P350
       because of the pascal timer bug (and I cant fix it. Tried
       with several patchs and fixs.). If you got something slower,
       it should run. And if you'll try it, please tell me how it is.
       I'm curious. :)
