When my sister chooses "Save To Outbox" her message when she's typed or
replied to one offline and then she chooses "Send unsent mail" when she
connects at a later time/date. The email that the person that is receiving
the email receives is completely blank except for the message that the other
party had typed that my sister is replying to.
So what I'm wondering is, if this is a bug or what my sister is doing
wrong to have this happen as she likes to compose her email offline as she
has very few hours on her access plan for her Internet. Hope to hear back
from someone thanks.

If you (or your sister) could find the file, you could view the file by
non-Arachne means and thereby see if your message is there.
I think you solved the HTML-attachment problem. Worse yet, both parts were
encoded quoted-printable, but now it's all straight text. By the way, AOL 6.0
makes it very difficult to send one-part plain-text messages, though I'm told
there is an inconvenient way. But I don't notice any AOL users on Arachne list.
